What the problem is, and whether software is the answer.
Plenty of development shops keep the source and rent you access to your own system. Ours transfers on payment, with the repository and the deployment config, because that should not be negotiable.
Scoped and quoted in phases, demonstrated fortnightly, and the code is yours on payment.

Three things we commit to. The intellectual property, the source repository and the deployment configuration transfer to you on payment of each phase — we retain nothing and cannot withhold your code. Third-party and open-source components are documented on handover, since their licences bind your ongoing use. And no software is warranted defect-free: we fix defects in our work within the stated warranty period, and where your sector is regulated we can build to specified controls but we do not certify compliance and we are not auditors.
Yes, on payment of each phase, along with the repository and deployment configuration. We keep no licence requirement and no ability to withhold it. Ask any developer this before signing.
Often buy, and we will tell you. A discovery phase that concludes with buy off-the-shelf has saved you far more than it cost, and we would rather say it than build something you did not need.
No software is, and anyone promising that is not being straight with you. We fix defects in our work within the warranty period stated in the engagement letter.
We can build to specified controls, and we cannot certify compliance — we are not auditors or assessors. Your regulatory obligations stay yours, and anyone selling compliance as a feature is overstating what software can do.
You take what is built, with the repository and documentation, at the end of any paid phase. That is the point of phasing it — each phase is useful on its own.
Because six months of silence followed by a reveal is how projects go wrong. Showing working software every two weeks catches a misunderstanding in week four rather than week twenty.
